| Alright then, here is what I have so far.
The city is Empire City. A large city sprawling with activity. This all changed in the blink of an eye, when mysteriously a large electrical explosion occurred in the Historic District. They thought it was a terrorist attack. No one is sure... It caused city wide black outs, and the only district with any power now is the Neon district. People with powers started to appear... some think it's even related to the explosion. A plague also started taking over, and the government locked the city down in quarantine. The people with powers then started taking over, creating gangs. In the Neon District, they created a gang called the Reapers, who were at first just drug dealers. A rumor is that they are actually mind controlled by someone... They wear red hoodies with a white skull painted on the hood. You can't see their faces. Their leaders seem to be able to generate electricity, and seem taller than most people. They wear white hoodies with a black skull painted on the hood.

They wear white hoodies with a black skull painted on the hood. There are other people who stand with smaller gangs, and even people who stand with their own powers, forming gangs or going solo.
